OVERVIEW
The overall goal of the proposed collaboration between Department of Communicable Disease Control (DCDC), Ministry of Health and PSI is to stand up Lao PDR’s national Emergency Operations Center (EOC) to effectively detect and respond to disease outbreaks and public health emergencies. The project will specifically address gaps in the current EOC identified by the most recent International Health Regulations (IHR) Joint External Evaluation (JEE) undertaken by the Ministry of Health (MoH) with support from the World Health Organization (WHO), as well as recommendations from the EOC scoping mission carried out by the Bill and Melinda Gates Foundation (BMGF) in April 2018 and the Department of Foreign Affairs and Trade (DFAT) in April 2020. To reach the last mile, malaria elimination requires robust surveillance and supply chain data, the capacity to rapidly analyze data, and mobilization of resources to carry out a rapid response that will halt transmission – all of which will be aided by integrating malaria into the national surveillance system alongside 19 other notifiable diseases.
VISION
To support the Lao PDR MoH is to achieve full capacity to detect and respond to any public health emergency, interrupt disease outbreaks (including malaria), and ultimately reduce the impact of these diseases on the community.
MISSION
Specific objective 1: PHEOC Incident Management System (IMS) required infrastructure, human resources, and plans and procedures fully established.
Specific objective 2: PHEOC Surveillance Section including a PHEOC information system fully established and functional.
Specific objective 3: Coordinate and provide support for PHEOC Logistics strengthening to ensure that the PHEOC Logistics Section is fully established and functional.
Specific objective 4: PHEOC Sustainability Plan with effective Monitoring & Evaluation (M&E) and coordination mechanisms developed and endorsed by MoH.

HOW WE
WORK
Here are some milestones we've achieved in this project
• On the job training done according to the Terms of Reference (TOR)
• Created Full Incident Management
System (IMS) training curriculums and plan
• Supplied Fully refurbish and set up equipment at Bolikhamsai, Khammouane, Champasak.
• Supplied IT equipment to support the basic EOC room for 9 districts, NCLE and CMPE.
• Developed and printed District Health Information Software 2 (DHIS2) surveillance’ SOP, flipcharts for all levels and created VDO for them to have easy to access to and for coordination.
• DHIS2 surveillance Central-Provincial Training of Trainers (ToT)
• DHIS2 surveillance training to provinces and districts in Lao
• Implemented Visualization dashboard for diseases surveillance.
• Assisted on hotline 165/166 for risk communication and surveillance.
• Linked supply commodities to DHIS2
• Trained core team for daily work and TOR
• Developed master list of the items and estimation tool for COVID-19
We support national governments to implement the most efficient vector control strategy for their population to reach universal preventative coverage against malaria. We primarily support vector control activities related to increasing efficient coverage and proper use of insecticide-treated nets (ITNs). We use data and research to routinely analyze and improve our delivery of ITN interventions.
